BlueZoo Provides Glass City Center with Occupancy Measurement for Smart Facility Management

New case study with Legends Global shows a real-world example of audience measurement applied to insurance, operations, and smart city use cases

BlueZoo announced a case study with Glass City Center, managed by Legends Global, showing how privacy-first audience measurement can support insurance reporting, operational planning, and smart facility management at large public venues.

Located in downtown Toledo, Glass City Center hosts a wide range of events, including trade shows, concerts, weddings, banquets, and community gatherings, with attendance ranging from small groups to crowds exceeding 15,000 people. With continuous operations and frequent third-party promoters, the facility faced challenges in obtaining reliable data on actual building usage and attendance figures.

The case study illustrates how BlueZoo’s privacy-safe occupancy measurement can replace estimates and inconsistent attendance reports with objective, real-time insights. By measuring anonymous device signals rather than relying on ticketing data or camera-based systems, the technology provides accurate counts while ensuring consumer privacy.

BlueZoo technology has given us the reliable, real-time data we were missing,” said Greg Setola, Director of Operations at Glass City Center (Legends Global). “Instead of guessing based on promoter reports, we can now see exactly how our building is being used. That helps us work with our insurance partners more effectively and prepare our facility and staff with much greater confidence.

The Glass City Center story provides a real-world example of how audience measurement can support broader smart facility and smart city initiatives. Because the venue sits at the center of downtown Toledo, many of its events extend beyond the facility itself, driving demand for coordinated planning across transportation, security, sanitation, and emergency services. Unlike ticketing systems or surveillance-based technologies, BlueZoo audience measurement delivers objective attendance data while protecting individual anonymity. This enables venue operators and city stakeholders to plan safer, more efficient experiences based on real-world usage rather than assumptions.

The Glass City Center case study shows how a single source of privacy-safe occupancy data can serve multiple functions, from insurance and staffing to smart facility and community-wide planning, illustrating the expanding role of audience measurement in modern venue and city management.
