How Hancock, NY uses BlueZoo to strengthen tourism & community development
In the small Catskills town of Hancock, New York, community leaders are thinking big about how data can drive local growth. Through its Hancock Economic Development Initiative (H.E.D.I.), the nonprofit Hancock Partners has partnered with BlueZoo to measure real-time foot traffic across key community sites including the Hancock Town Square, Nature & Science Center, public river access points, and new electric vehicle charging stations.
The initiative is part of Hancock’s broader mission to use technology and data-driven insights to attract visitors, secure grants, and build a more connected, vibrant local economy.
Challenge
Like many rural communities, Hancock faces the challenge of managing economic growth with limited data and analytics resources. While the town has made strategic investments in tourism, recreation, and local businesses, it has lacked a quantitative basis for how residents and visitors actually engage with public spaces.
To apply for grants and plan infrastructure improvements, Hancock Partners needed credible, privacy-friendly analytics to show how much activity is happening, where, and when. This is especially important at Hancock’s popular community gathering spots that are venues for both tourism and local family-friendly activities.
Solution
To address this, Hancock Partners deployed BlueZoo’s foot-traffic measurement technology, installing sensors at multiple community sites across the town and surrounding area. BlueZoo’s system anonymously detects the presence of mobile devices to measure occupancy and movement patterns, providing detailed data on visitation, dwell time, and repeat usage; all without capturing any personally identifiable information (PII).
The BlueZoo platform allows Hancock’s leadership to:
- Generate data-backed reports to support grant applications and regional development proposals
- Monitor site usage in real-time
- Measure return visits & engagement over time
- Quantitatively assess the impact of new events, public spaces, and infrastructure projects
Result
Since deployment, the data gathered through BlueZoo sensors has become a foundational part of Hancock’s economic development toolkit. The information helps:
- Guide decisions around tourism strategy, family-friendly amenities, and future site planningnd civic, the deployment in Macau City stands as a model that smart, privacy-conscious analytics can enhance value across stakeholders.
- Demonstrate the economic impact of community events and public investments
- Support state and regional grant applications with verified usage metrics
While Hancock may not be a large city, its approach reflects the essence of smart community planning: using real-time, privacy-compliant data to make better decisions, attract investment, and measure progress. By pairing civic leadership with advanced analytics, Hancock is showing how even small towns can adopt a “smart cities” mindset to create measurable, inclusive growth.
“We use the BlueZoo technology to monitor and report on real-time tourism impressions and site usage and repeat usage,” says Hancock Partners Director of Economic Development Richard Lowe (as reported in the Hancock Herald on March 27, 2024). “The data we provide allows town leaders to quantitatively assess the effectiveness of tourism and infrastructure efforts and provide real-time data on usage.”
